Students – Details
Editable fields are defined in the Submissions module, which also defines whether the values edited in Submissions override the values from the SMS, and whether you can bulk edit fields.
Personal details

Date of birth of the student. 01/01/1901 if the date of birth cannot be provided.

Code that identifies the student's gender, such as F - Female.
You should determine the gender of the student where the information has not been provided. X should not be used as a default code when a student has not provided their gender as this could misgender the student.

Family name or surname of the student. 9999 if not provided.

First given name of the student. 9999 if not provided.
Students with only one name should be reported using E402 Family name.

Other given names of the student such as middle names. 9999 if the student has no other given names.
Identifiers

Code that uniquely identifies the student, such as 109987827.

The student's tax file number, such as 234614287.
Required if the student is accessing a HELP loan and has a tax file number.

The student's CHESSN, such as 4253678656.
Required only for Commonwealth assisted students.
If you do not submit a CHESSN it may be generated by TCSI if the following records have been submitted for the student:
- E313 Student identification code
- E314 Date of birth
- E402 Student family name
- E403 Student given name first
- E404 Student given name others.
In rare cases, a student's E416 Tax file number may also be required for TCSI to generate a CHESSN. You will receive a notification if an incorrect CHESSN is submitted for a student.

acronymUSI code allocated to a student by the government, such as AE54F66778.
Required for domestic and onshore international students.

Aboriginal and Torres Strait Islander code that identifies whether the student is of Aboriginal, Torres Strait Islander descent, or both, such as 4 - Torres Strait Islander origin but not Aboriginal. 9 for no information.
Address

Australian postcode where the student resides during term or period of study, such as 3228. 0000 if there is no information on the location of residence.
Required for all students who have a term-time address in Australia.

Australian postcode of the student's normal residence, such as 3220.
Required for all students who are Commonwealth assisted or offered a Commonwealth scholarship and residing in Australia.

Residential address number and street of the student's residence, such as 24 BEACH ROAD.
Required for all students who are Commonwealth assisted or offered a Commonwealth scholarship and residing in Australia.

Suburb of the residential address, such as TORQUAY.

Australian state or territory of the residential address, such as VIC - Victoria.
Required for all students who are Commonwealth assisted or offered a Commonwealth scholarship and residing in Australia.

Code for the country of the student’s home residential address, such as 1101 - Australia. 9999 for an overseas country that is not classified.
Country codes are taken from the SACC (Standard Australian Classification of Countries):

Other details

Code that indicates the student’s country of birth, such as 1101 - Australia. 9998 if there is no information on the country of birth or 9999 if there is no information on where the student was born.
Country codes are taken from the SACC (Standard Australian Classification of Countries):

Year that a student that was not born in Australia first arrived in Australia, such as 2016. 9998 if there is no information on the year of arrival or 9999 if there is no information on whether the student was born in Australia.
Empty if the student was born in Australia.

Code that identifies a language that is spoken at home, such as 0001 - Person speaks only English at permanent home residence. 9999 for no information or 9998 if the other language spoken is not known.
Language codes are taken from the ASCL (Australian Standard Classification of Languages):

Year in which the student completed their highest level of school attainment, such as 2010. 9999 if unknown.
Required for a domestic student.

Highest educational attainment of the first parent or guardian as identified by the student, such as 23 - Completed year 12 schooling or equivalent. 49 if not known and 99 if the information was not provided.
Required for a domestic undergraduate student.

For students with two parents or guardians only. Highest educational attainment of the second parent or guardian as identified by the student, such as 26 - Did not complete year 10 schooling or equivalent. 49 if not known and 99 if the information was not provided.
Required for a domestic undergraduate student.

Highest level of school attainment for the student, corresponding with secondary school year level, such as 10 - year 10. 99 if level is unknown.
Required for a domestic student.
HELP balance
Students have a HELP lifetime limit for loans that they can borrow from the government during their lifetime. If they have attempted previous study, any loans applied to that study is deducted from the lifetime limit to determine the Available HELP balance for the student. If they are currently enrolled in units for which the census date has not passed, the loans associated with that study will make up the Pending HELP balance. When the census date passes, if students have not withdrawn from the units, then the Pending HELP balance amount will be deducted from the Available HELP balance and the Pending HELP balance becomes zero.
Attention. Note that:

HELP balance values are calculated by TCSI and are read only in Submissions, if the HELP balance has not been provided by TCSI No data available is displayed.

HELP balance fields are not data elements as the values are from TCSI. Therefore, the fields do not have an E number such as E112.

A student’s remaining loan entitlement for HECS-HELP loans, FEE-HELP loans, VET Student Loans, and VET FEE-HELP loans. That is, the difference between the combined HELP Lifetime Limit and the amount of HELP loans the student has already received, including any applicable loan fees and indexation that has been applied to their debt, but not including any pending HELP loan debts.
Note that OS-HELP loans and SA-HELP loans are not included in this calculation.
A student’s HELP loan balance is renewable and repayments can be re-borrowed in the future, up to the current HELP loan limit.

Limit on what a student can borrow under HECS-HELP loans, FEE-HELP loans, VET Student loans and VET FEE-HELP loans.

Pending loan amounts not included in the Available HELP balance that will be deducted when the unit census dates are reached.

Date and time the HELP balance was last retrieved from TCSI.

Extension: Citizenship
Students must have at least one citizenship record.
Attention. If a student’s citizenship record has an E609 Effective from date that is earlier than the date the provider last reported to HEPCAT, the citizenship records has the status Historical data only and cannot be edited, approved, or submitted to TCSI. Note that:

If a citizenship record is subsequently uploaded or transferred from the student management system into Submissions which updates the E609 Effective from date to be on or after the Last Reported to HEPCAT date, the record’s status changes to Pending submission and can be edited as usual.

If there is a genuine need to adjust a historical citizenship, the adjustment can be made using the TCSI Data Portal
.

Student's citizenship and residence status, such as 3 - Student with permanent visa other than permanent humanitarian visa.

Date from which this citizenship is effective, such as 13/09/1969.
The date is generated by TCSI and can be amended if required.

Unique identifier from the student management system.

Unique identifier (UID).

The date and time the record was last submitted. N/A if the record has never been submitted.

Extension: Disabilities
Details the student's disabilities. If the student has no disabilities, the message No rows available is displayed.
Attention. If a student’s disability record has an E609 Effective from date that is earlier than the date the provider last reported to HEPCAT, the disability record has the status Historical data only and cannot be edited, approved, or submitted to TCSI. Note that:

Extension: Scholarships
Details the ISSP scholarships that the student is receiving. If the student is not receiving a scholarship, the message No rows available is displayed.
Note that details for RTP scholarships are included in the RTP scholarships extension for Course Admissions HEP.

Reporting periods are as follows:
- 1 for a reporting period between 1st January and 30th June.
- 2 for a reporting period between 1st July and 31st December.

Reporting year for the record, such as 2020.

Code that identifies the status of a Commonwealth scholarship, such as 1 - Student has an Active Commonwealth Scholarship.

Code that indicates the reason for the termination of a commonwealth scholarship, such as 4 - Student is no longer eligible.
Required only if the scholarship was terminated.

Code that identifies the type of Commonwealth scholarship, such as A - Indigenous-CECS.
Attention. Codes are applicable for students in receipt of an ISSP.

Total scholarship amount paid to the student in the reporting period to two decimal places, such as 1500.00.
